Their granaries empty, their money spent on precious water, local communities across many of the 12 drought-affected states are surviving through government and NGO-run work programmes. Once-proud farmers and their wives are reduced to daily-wage earners at such relief camps. Even here, they are plagues by apathy. In Rajasthan work has got under way for only half of the 8 lakh people who were to be employed.
